A retired U.S. Navy officer, Neal’s service included a tour as an Instructor, Course Officer, Training Division Head and Training Department Head at a Navy Training Command. During this assignment, he led the development of new courses, conducted training courses for a variety of officers and enlisted sailors, led a department that conducted over 30 courses using an international staff of over 100 instructors, and personally taught over 1200 students. He also completed the rigorous qualification program to earn the coveted Master Training Specialist (MTS) designation. He is qualified for Command at Sea. Following his retirement from the Navy, he spent over 11 years managing the Training and Organizational Development (OD) function at the Ford Motor Company’s Norfolk Assembly Plant. The Training and OD function was 1 of 4 major sub-divisions within the Human Resources function of the plant.
Neal is currently the "Program Manager, Carriers" for a Service-Disabled Veteran-Owned Small Business company specializing in providing professional services, training, manpower and personnel.
